Reports from January 25, 2026, reveal that the Financial Services Agency (FSA) plans to officially reclassify Ripple’s XRP from a standard crypto asset to a “regulated financial product” under the Financial Instruments and Exchange Act (FIEA), with full implementation expected by the second quarter of 2026.

Aligning XRP with Institutional Standards

This regulatory shift aims to recognize XRP’s significant role in Japan’s banking and remittance infrastructure. By moving XRP under the FIEA framework, the Japanese government is granting it investment-grade status similar to traditional stocks and bonds. Analysts predict this will unlock new levels of institutional capital, attracting global investors who have been hesitant to engage with assets lacking clear legal classification.

Enhanced Investor Protections and Insider Trading Crackdown

The reclassification enforces transparency and safeguards investors. Exchanges and liquidity providers must disclose XRP’s volatility profile, technical features, and issuer relationships under FIEA rules. Regulators will formally ban insider trading and market manipulation, addressing long-standing concerns over digital asset market integrity. With nearly twelve million active crypto accounts in Japan, authorities therefore aim to create a mature trading environment that, in turn, attracts both retail and institutional participants.

Tax Reform and the Tokenized Economy

Japan’s FY2026 Tax Blueprint complements this reclassification, proposing a flat twenty percent capital gains tax on digital assets classified as financial products. This represents a substantial reduction from the previous miscellaneous income bracket, which could reach 55%, aligning crypto taxation with that of traditional stocks. Additionally, the FSA’s plan supports the expansion of a tokenized economy built on the XRP Ledger, already employed by major banks for instant cross-border settlements.
