XRP is not moving the way many expected after major regulatory and institutional developments. Instead of a strong breakout, the price has stayed stuck in a narrow range. This has left many holders unsure whether to sell or hold in May 2026.

The real answer is not found in hype or fear. It sits in a short political and market window that could decide XRP’s next major move.

The Market Is Frozen, Not Broken

XRP has traded between $1.30 and $1.45 since February 2026. This has happened despite several major bullish developments.

Ripple settled with the SEC for about $50 million. Six US spot XRP ETFs went live. Institutional interest also grew, with Goldman Sachs reportedly holding around $154 million in XRP ETF exposure.

Even with these changes, price action stayed flat. That disconnect is what confuses most investors.

The market is not failing. It is waiting.

Why XRP Is Stuck in a Tight Range

The current price structure reflects consolidation, not collapse. Every dip below $1.30 has been bought, while every push toward $1.50 has been rejected. This forms a tight trading band that signals uncertainty, not weakness.

Technically, XRP is building a structure similar to a cup-and-handle pattern. A break above $1.50 could open a move toward $1.65–$1.70. A drop below $1.30 could expose $1.20 or lower.

But the real driver is not just technical charts.

The Real Catalyst Is Washington

The biggest factor driving XRP right now is the CLARITY Act.

This bill would formally classify XRP as a commodity under US law. Without that legal clarity, many institutions remain cautious, even with ETF approvals already in place.

Timing is critical. The Senate Banking Committee must move before the May 21 recess. If it fails to act within that window, the legislation could be delayed for an extended period, pushing regulatory clarity further down the road.

That deadline is becoming more important than short-term price movements. For many market participants, it now outweighs technical signals on the chart.

At the same time, underlying market data continues to show strength. XRP ETFs brought in $81.63 million in inflows during April 2026, pushing total inflows beyond $1.29 billion. Whale wallets also added roughly 1.15 billion XRP during recent price weakness, while around 7 billion XRP have been removed from exchanges since 2025.

Together, these signals point to continued accumulation. But the market is still waiting for one clear trigger before the next major move begins.

Here is the simplified picture of what is happening:

  • Trading range: $1.30 to $1.45
